Since 2001, La Paz's government has tried to remedy the city's bad traffic problem with "Cebra Voluntaria" (Voluntary Zebra): 16-22 year olds serve as crossing guards to help enforce traffic laws... dressed as zebras. They certainly make the morning commute more fun!
