The first wine Common Market Organisation (CMO) was introduced in 1970 and has since then been modified several times. However existing production methods are no longer able to prepare the EU's vine growers and wine producers and traders for the mounting competition in the new global market situation, and the current market situation between supply and demand in the European Union is unbalanced. Moreover, the rules governing the definitions, processing and marketing of wine need to be refined, updated and made more flexible to take into account changing qualitative consumer demand. In May 2006, Mariann Fischer Boel, Member of the EC in charge of Agriculture and Rural Development, visited Spanish wine and spirits producers from Castilla la Mancha, a region that includes 50% of Spanish vineyards. In April 2006, she was invited to attend the Verona Wine Fair "Vinitaly 2006", a prestigious exhibition covering the worldÂ’s best wine production. Direct contact with the sector provided an input for drafting this new proposal on the Wine Common Market Organisation.
