WEATHER: Floods following severe rain: Costs of cleaning up

Insurers say damage caused by flooding across England will cost more than a billion pounds. More than twenty seven thousand homes are thought to have been damaged, turning thousands of people into 'environmental refugees'. Businesses are also struggling to cope with the cost of the flood. The Prime Minister said the Government would do all it can to help, promising what he called a 'comprehensive recovery programme'.
