Bush presented the nation's highest civilian honor, the Presidential Medal of Freedom, to three foreign leaders who have backed the United States in the past eight years, Former British Prime Minister Tony Blair, Former Australian Prime Minister John Howard, and Colombian President Alvaro Uribe. Blair and Howard sent troops to Iraq and defied public opinion to keep them there. Ultimately, it cost both their jobs.
