The Iraqi Government has vowed to end the immunity of foreign security contractors working in Iraq. It follows a shooting involving the US firm Blackwater which left 17 Iraqi civilians dead. The incident caused outrage in Iraq and led to calls for the men involved to face Iraqi justice. The US State Department has been accused of undermining an investigation into the killing of Iraqis by Blackwater. Agents for the FBI, who are investigating the killings in Baghdad in September 2007, have discovered that the guards alleged to be responsible were offered immunity from prosecution - despite the fact that the State Department had no legal right to do so
