India getting its hand filled. *U.S. President, George W. Bush signed the legislation on the U.S-India nuclear cooperation, approved by the U.S. Congress on October 8, 2008. The U.S congress gave final congressional approval to legislation authorizing civilian nuclear trade with India, which built its atomic bombs outside the Nuclear Non-Proliferation Treaty (NPT). The framework for this agreement, launched in 2005, was a joint statement by Indian Prime Minister Manmohan Singh and U.S. President George W. Bush, under which India agreed to separate its civil and military nuclear facilities and place civil facilities under International Atomic Energy Agency (IAEA) safeguards and, in exchange, the United States agreed to work toward full civil nuclear cooperation with India. India is not a party to the Non Proliferation Treaty (NPT) however the 45-nation Nuclear Suppliers Group (NSG) granted the waiver to India, allowing it to access civilian nuclear technology and fuel from other countries. The Bush administration is hoping that latching onto India as the rising star of Asia could help them handle China. The United States sees India as a viable counter-weight to the growing influence of China.
