It is being touted as the answer to Britains clogged and congested motorway network. The Highways Agency is going to pilot a scheme on the M42, allowing drivers to use the hard shoulder when the traffic gets busy. If successful it could become the norm across the network. The plan is to increase capacity on the roads at a fraction of the cost of widening them. However, safety campaigners are worried it will cause problems for rescue services, delaying ambulances and fire crews from getting to the scene of accidents.
