TRANSPORT: Congestion charge: Figures show fewer cars but more congestion in London zone area

According to Ken Livingstone's official figures, while traffic levels in the London congestion charge zone are falling, there are actually more traffic jams. It appears that congestion has risen due to an increase in roadworks, despite the fact that the actual number of cars in the area has decreased.
