Stockton, CA solid waste RATE increase

The City of Stockton, CA is proposing a 2.5% solid waste rate increase unless at least 50% of rate payers protest it. This rate increase is proposed because of rising gas prices encountered by the waste removal services. Wouldn't it be nice if we could all offset our increased fuel cost on somebody else?
