European Justice Ministers, meeting in Finland, have been wrestling with the dilemma of how to stem the ever-rising tide of illegal immigration from North Africa. The scenes of boat-loads of exhausted and dehydrated refugees being washed up among holidaymakers on the beaches of the Canary Isles have punctuated the summer. Spain, itself, is being blamed, for sending mixed messages with its amnesty for 700,000 illegal immigrants last year.
