Scotland's nationalist Government has unveiled its spending plans, including proposals to tackle climate change and freeze Council Tax.The Scottish Parliament has been stripping away the cost of services other UK residents regularly pay for.Scottish students are not charged university tuition fees, and free personal healthcare for the elderly has also been introduced.Proposals mean prescriptions there could soon be free.In England it has led to claims taxpayers are subsidising public services north of the border.But the Scottish Nationalist Party has complained it is getting less from Whitehall coffers than at any time since devolution.© Independent Television News Limited 2007.
