
Holger Schmieding, chief economist at Bank of America, and Matthew Cairns, senior economist at Moody's Economy.com, talk with Bloomberg's Mark Barton in London about the outlook for today's European Central Bank interest-rate decision and Federal Reserve monetary policy. Among 52 analysts in a Bloomberg News survey, only nine see the ECB raising its benchmark rate in 2008. Twenty-three forecast unchanged rates and 20 predicted a reduction.
