The European Commission presented on 23/01/2008 a major package of legislation to combat climate change and improve the EU's energy security and competitiveness. The package includes a Directive on the promotion of renewable energy. In March 2007, EU leaders agreed that the objectives of this directive are to put into legal practice a binding 20% target of renewables, a 10% binding target for biofuels, a sustainability scheme for bio fuels as well as a range of flanking measures required for these objectives to be reached.
