Refugee camps 'create aid dependency'
There needs to be a change in the way that refugees who have to flee their countries are treated, according to the International Committee of the Red Cross.In a new report, it says camps for the displaced often become part of the problem, by creating aid dependency.Imogen Foulkes reports from Geneva.
