POLITICS: Liberal Democrats Conference: New policy announcements

The Liberal Democrat Party are establishing policies for a possible General Election at their annual Party Conference in Brighton. If Prime Minister Gordon Brown should choose to hold one, their manifesto will include commitments to tougher border controls and a cut in Income Tax. Others have questioned the low profile of their leader Sir Menzies Campbell, who is unrecognisable to many. However he insists that substance is more important to voters than symbolism.
