Muslim nations blame attacks by southern Philippine insurgents for the failure of the preliminary peace plan. Southern Muslim rebels have been fighting for an autonomous homeland for decades, but indigenous tribes in central Luzon up north have gained recognition over their ancestral domain, peacefully.
