Jim Rogers, chairman of Rogers Holdings, talks about U.S. Federal Reserve action to calm financial markets, JPMorgan Chase & Co.'s agreement to buy Bear Stearns Cos. for $240 million, and his investment strategy. In its first weekend emergency action in almost three decades, the Fed lowered the so-called discount rate by a quarter of a percentage point to 3.25 percent and said it will provide up to $30 billion to JPMorgan to help it buy Bear Stearns.
