Part two of a two part interview with Santa Monica Planning Director Eileen Fogarty on the city's draft Land Use & Circulation Element, the first update since 1984. www.shapethefuture2025.net. Interviewed by former Santa Monica Mayor Mike Feinstein in August 2008, with the following questions: Weve talked a bit about creating a new zone around Bergamot Station. What other areas of the city are slated for change and new districts? What do you mean by activity center in the LUCE? What kind of phasing connections would there be between the development that happens and the public transit infrastructure? If youre considering greater heights in that immediate area around Bergamot, would that mean if somebody was coming to propose a project that they literally couldnt be approved until you were sure that the rail line would be built till ground was broken? How would there be a connection in that way? In terms of phasing on Wilshire, it seems from what youre saying that density around activity centers wouldnt necessarily need to be as predicated on having regional transit there as, say, maybe the downtown would be an expansion at the proposed light rail stop around 4th and Colorado. If you are saying you don't expect new regionally-oriented commercial development, does that mean that there currently arent a lot of buildings with a floor plate that large or that youd be preventing future consolidation or simply new buildings wouldnt be allowed to be that big? Youve talked about wanting to conserve and protect neighborhood character, and theres a goal of having adaptive re-use not necessarily tear down yet the land prices are so expensive that there is an incentive to tear down and build anew. How does how do we get to adaptive re-use compared to tear-down and build anew with the cost of land? If the Council approves the general framework for the Land Use and Circulation Element what kind of decisions will happen in the ordinances? And between now and when that happens how does the vision of the Plan either be implemented or not implemented? Should there be a moratorium of sorts or something else? Are the existing rules in place until everything is changed? Is there a rush to develop before the LUCE process is complete? Are small portions of Santa Monica Boulevard to be conceived of differently? What is the philosophy behind the idea of public benefits on the widespread scale that underlies this plan? Why are they justified? And is this the kind of approach that only communities that are as situated as favorably as Santa Monica can undertake? If which public benefits are required is in part based upon public input, how do you get the vast majority of residents involved in that process? How long do you anticipate it will take for area plans to be developed given the backlog in the Planning Department? How long will it take for the LUCE to be implemented? The implementation of the 1984 LUC was affected by macroeconomic trends. What would be a new variable this time that would lead to unexpected results with this versin of the LUCE? What tools do we have to ensure that people who work here actually live here, particularly in the moderate, middle-income ranges, and then specifically both in terms of the health care district and for the education community and teachers? Will you would be cracking new legal ground in terms of trying to truly dedicate this workforce housing to specifically the people who are already in the city? What is being conceptually contemplated for the area around Lincoln and Ocean Park Boulevard? How would it be implemented? How does the LUCE help Santa Monica comply with AB32 and deal with climate change?
