In early May, a Philadelphia police officer was gunned down while responding to a bank robbery call. Sgt. Stephen Liczbinski was fatally wounded by a semi-automatic assault rifle. Three convicted felons were the alleged shooters. Police shot and killed one of the suspects and arrested the other two. The Liczbinski shooting has renewed calls for gun control measures before the Pennsylvania legislature. They include restricting handgun purchases to one per month; allowing local municipalities to enact their own gun laws; and requiring gun owners to contact police if their gun has been stolen. Some say gun laws and the availability of guns aren't to blame for the murder. Instead they point to the fact that three convicted felons were released from prison without serving their maximum sentences and were free to break the law once again. Gov. Rendell obviously disagrees with that theory.
