Senior German official says U.N. will recommend limited independence for Kosovo. A looming U.N. proposal on the fate of Kosovo will likely recommend limited independence for the breakaway Serbian province and security guarantees for its ethnic minorities, a senior German official said on Tuesday. "Everyone is expecting that in the end it will advocate independence for Kosovo but with limits on its sovereignty and also a security guarantee for the minorities via international forces," German Deputy Foreign Minister Gernot Erler told Reuters. "These are fundamental elements that we can probably anticipate," he said, adding that there would be a consensus within the European Union for such a proposal. His comments are the first by a senior European official describing the likely contents of the Kosovo report to be outlined on Friday by U.N. envoy Martti Ahtisaari to the six major powers steering Balkan diplomacy.
