'Expertise for oil': London mayor strikes deal with Venezuelan President

Ken Livingstone has struck a deal with Hugo Chavez, the President of Venezuela. The agreement means Chavez will provide London with cheap fuel in exchange for advice on policing, tourism, transport, housing and waste disposal.
