
(NECN: Romania) - President Bush's drive to set the strategically important Black Sea states of Ukraine and Georgia on track for NATO membership divided allies on Wednesday as France and Germany indicated they would block the expansion plan to prevent a crisis with Russia. Ahead of a three-day NATO summit, Bush lobbied heavily for the two former Soviet republics.
