Annual Town Meeting - 4-20-09

The ATM Quorum of 39 qualified voters did no meet the Roberts Rules requirement of 50 so NO motions were accepted - T/C said that the meeting would be adjourned to the Board of Selectmen and that was inaccurate - After much confusion the Moderator adjourned the ATM to a Referendum despite recognizing there was no Quorum - Her decision to adjourn was an action taken despite the lack of a Quorum - Also, people were not allowed to offer changes despite Charter provisions that provide that opportunity as a requirement.
