Algerians went to their local polling stations to decide on their representatives in municipal and regional elections. But the turnout was low, and many people put it down to stormy weather and heavy rain preventing people from going to the polls. Algerian President Abdelaziz Bouteflika was seen casting his vote at a polling station in the capital Algiers. Political parties focused their election campaigns on social and economic issues. In September, the country prevented former armed Islamists who had launched an insurrection in the 1990s to form a political party. Conflict broke out in Algeria in 1992 after military-backed authorities scrapped parliamentary elections that the Islamic Salvation Front (FIS) was set to win. According to Algerian law, permission must be granted by the Interior Ministry in order to form a political party. The country consists of 48 provinces, each of which has a governor who reports to the Minister of the Interior.
