Air-Conditioning Unit Acting Up Again

After working okay all day, with the central air set on auto cool at 79 degrees, I noticed the inside temperature starting to rise within the last hour and I heard a strange hum coming from the outside unit. I looked at the temperature on the thermostat and it said it was 85 degrees inside; the outside temperature is 94 at 6:56 pm. I tried turning it off and restarting it to get the compressor to come on without success. I went outside and noticed the fan wasn't running on the unit, though ...
