On July 20, 2009, the NHPD police incident report was signed by an officer, but this incident report (NHPD file #08-57401) was not released to the victim's family until September 25, 2009. 2. In January 2010, the NHPD ignored the victim family's complaint filed to former Connecticut State Police Deputy Commissioner, Colonel Davoren. 3. In February 2010, the police officer assigned to the case admitted to the Connecticut Office of Victim Advocate that a Sergeant who works in the Police Chief's office had told him to close the case. 4. In July 2010, the NHPD ignored a Connecticut State Senator's and a State Representative's written requests to re-open the case. 5. On July 14, 2010, the victim's family filed a formal complaint to the Connecticut State Police Internal Affair Unit, but the complaint was wrongfully dismissed by the NHPD (File #102-10-C). They claimed that the complaint was filed beyond the NHPD's 1 year statute of limitation. 6. In August 2010, the victim's family retained an attorney to obtain the NHPD's investigation records.
