The harsh move aims to safeguard the country's dwindling farmland. The State Council issued the order on Wednesday after an executive meeting presided over by Premier Wen Jiabao. The Cabinet says land use for major projects should be approved before construction starts. It also orders checks on all golf courses to see if they have been involved in illegal land use and seizures.
