That's according to a newly issued national scientific and technological blueprint. The Ministry of Science and Technology issued the blueprint on Wednesday, after two years of studies. It specifies that China's global innovation ranking in the world will be raised from 21st to 18th. The rankings were released by the Chinese Academy of Science and Technology for Development earlier in February. It surveyed the innovative capacity of 40 countries with an edge in technological research. In addition, the blueprint also specifies several targets including increasing the spending on Research and Development or R&D, boosting patent ownership, improving the added value of the nation's high-tech industries and increasing the number of active R&D personnel.
