The ministry asks local authorities to create supportive policies for millions of graduates, many of whom are struggling to land a job. It encourages graduates to work at a grassroots level, start up their own businesses, and take job-hunting services. According to the ministry, more on-site and Internet job fairs should be arranged for graduates with a much larger number of job openings. The employment-support package also stipulates that schools with adequate resources should provide job-hunting allowances to graduates as well. China will have about 6.6 million college graduates in 2011, 3 million more than that of last year.
