TRANSPORT: London Congestion Charge extension zone begins

London's Congestion Charge has expanded West into an area that includes Notting Hill, Chelsea and Knightsbridge. Transport for London expect a 10 to 15 percent reduction in traffic in the new extension - although traffic's expected to increase in the original zone - because thousands more people now qualify for a resident's discount across the whole congestion charge
