European leaders will attempt to put on a show of unity at a summit in Brussels later, on climate change, financial regulation and Tony Blair. Talk of the former prime minister is on everyone's lips, even though he has yet to formally declare his wish to become EU president. The key question is whether the member states want to elect a high-profile internationally-recognisable political figure. The new role will be created under the Lisbon Treaty, which is still to be signed by Czech president Vaclav Klaus. The job is only open to former EU prime ministers and heads of state. An EU official has said: "The new role does not yet exist, and there is as yet no detailed job description. Furthermore, Mr Blair has not announced that he is in the running."
