Armored and well-armed, a vigilante is tearing through Old Detroit's underworld and Murphy knows who he is: Timothy Malloy, Robo's partner from his rookie days, who's supposed to be locked up in prison thanks to testimony from Murphy himself. A corrupt OCP executive (they need a better screening process for these people) and his lackey (the prison Warden) have manipulated his mind and are using him to stage a one-man crusade against the scum of the city... no matter who is harmed along the way. Also, we get a pseudo-PSA on gambling courtesy of Parks and Gadget. Yay. Or yawn. Yeah, yawn. The door lock from Inside Crime and Illusions is here again, ostensibly a well-produced product from OCP. Who'd have guessed? The microphone used to record the dialog during the "Malloy's Rules" flashbacks is visible at the bottom of the screen, popping in and out of frame. Boom mics are seen in several episodes, most noticeably in What Money Can't Buy, as Robo is speeding away from the hospital. Just watch the top of the frame.
