According to a USA Today analysis, medical costs are the biggest reason why government benefits for seniors increased 24 percent above the inflation rate since 2000. From a public health care perspective, the outlook is precarious. In March, Medicare trustees issued a report saying Medicare's Hospital Insurance Trust Fund will be empty by 2019.
