This week, the House of Delegates passed a new version of a bill intended to bring down the cost of prescription drugs. The first version passed three years ago. It created the Pharmaceutical Cost Management Council to negotiate lower drug prices. But it hasn't worked out that way, and many of the original goals for the Council have been delayed or derailed.
