Laurence Mutkin, head of European fixed-income strategy at Morgan Stanley, talks with Bloomberg's Mark Barton in London about the outlook for today's interest-rate decisions by the Bank of England and European Central Bank. The nine-member Monetary Policy Committee, led by Governor Mervyn King, will lower the U.K. bank rate by a quarter point to 5 percent, according to 51 of 61 economists in a Bloomberg News survey.
