Iraqi Shia, Sunni and Kurd leaders have signed an alliance reported Prime Minister Nouri al-Maliki. The White House welcomed this “important agreement”. According to the Premier, the new agreement is the second step to establish political accord in the country, the first being the formation of an alliance between moderate Shiites and Kurds. The Committee formed by these parties has “finished developing some issues of discussion”; particularly holding provincial elections and changing the law preventing many former members of Saddam Hussein's Baath Party from holding government jobs and elected office. Prior to the meeting, al-Maliki accused U.S. troops of the killings and illegal detention of peaceful citizens. “The Iraqi government will not allow the capture of innocent people”, announced the Prime Minister, advising U.S. troops to change their methods in pursuing militants in Baghdad and other Iraqi cities. This announcement by al-Maliki was made in response to criticism by Washington and calls by some Congressmen for al-Maliki to be replaced. Al-Maliki also demanded an apology from France’s Foreign Minister Bernard Kouchner, who had stated that the Iraqi Prime Minister was not working effectively and had advised Condoleezza Rice to replace him with Deputy Prime Minister Adil Abdul-Mahdi.
