ENVIRONMENT: Personal carbon trading system suggested by Miliband

David Miliband is trying to gather support for a radical way of cutting carbon emissions. More than forty percent of carbon emissions are due to individual consumption and the Environment Secretary is proposing a system of personal carbon trading that would see us spending carbon credits the way we spend money. perhaps carrying bank cards linked to our financial and carbon bank. When we bought things like electricity, fuel or air tickets we'd use our carbon points, as well as our pounds. Those who used a lot would have to buy more carbon points, but those who used less could sell their carbon points.
