CRIME: Reports condemn ASBO effectiveness

Two separate official reports with a single, stark message: most ASBO's aren't working. The first, from the Government, saying conditions of anti-social behaviour orders are broken in 47% of cases. The second, from the National Audit Office says nearly six out of ten offenders, that's 55%, breached their ASBOs. 35% of them on five or more occasions. Last year there were three thousand, five hundred Asbo's handed out in England and Wales. That's a rise of 60% year on year.
