For the EU, the overriding goal at COP6 is to ensure that decisions are reached that both enable the Parties to launch the process of ratifying the Protocol and safeguard the Protocol's environmental integrity. When the Kyoto Protocol was agreed in 12/97, the details of how it should be implemented were left to be worked out later. Since then, negotiators have been meeting regularly to draw up specific rules and modalities for the operation of the Protocol. The main aim of the sixth Conference of Parties to the UN Framework Convention on Climate Change is to reach agreement on these. Consequently, COP6 will be the most important such conference since the Kyoto meeting three years ago.
