The Brussels European Council met under the presidency of Léo Tindemans, Belgian Prime Minister, with the participation of Heads of State and Government of the Member States of the EC. The European Council noted that there has been considerable progress in the fight against inflation and an improvement in the balance of payments. However, the level of unemployment remains worrying, the increase in consumer demand insufficient and industrial capacities are being utilized well below their potential. With these problems in mind, an economic development strategy was approved by the Finance and Economy Council on 17 October 1977. The Council also decided to introduce the European currency unit in the Community budget from 1 January 1978. Other matters dealt with were : the ERDF (European Regional Development Fund) ; the European Parliament elections ; the European Union and judicial cooperation.
