A young healthy teenage boy, Johnny is reduced to a wheelchair paraplegic as a result of a drunk driving accident. His best friend T.J. was driving the car and escaped without injury. AU along T.J. and Johnny had a secret pact that if either one were to be critically injured during the course of their friendship, the healthy individual would be forced to commit a mercy killing. T.J. reluctantly throws Johnny into the river, thereby killing him.Officer Penhall and Hanson are called in to investigate the mysterious circumstances surrounding the "wheelchair" murder. The officers discover that T.J. and Johnny were just two of the many minors who were served alcohol at the Letterbox bar by displaying phony identification, which they obtained from the local forger, Woody. Meanwhile, in an ironic twist, Captain Fuller is stopped at a sobriety check point -- and is booked on suspicion of drunk driving by an over-zealous rookie police officer. T.J.'s poor judgment finally catches up with him as Hanson arrests him for driving, under-the-influence. After this arrest, the bizarre murder unravels as T.J. confesses to Hanson that he pushed Johnny to his death.
