When Kenny Weckerle, a problem kid with a former drug problem is tricked and forcibly placed in the custody of the Wheeler Adolescent Center by his family against his will, he writes Hanson, the officer that originally had him arrested on drug charges, telling him that he's been clean and asking for his help to find a way out.Hanson's suspicions regarding Kenny's situation peak after Kenny's parents are hostile to him regarding his concern over Kenny's letters and welfare, and Kenny's sister Noreen informs him that her brother has been clean -- it's her parents that have flipped.Hanson soon discovers first hand that Kenny's negative observations and experiences about the Center's brutality and injustices are true when he secretly goes undercover as a patient at the Center and is abused and forcibly drugged in order to be manipulated. Growing curious as to Hanson's whereabouts, Fuller finally retrieves him drugged and groggy from the Center.Soon afterwards, although Hanson is presented with a series of charges against the Center that will be dropped if he doesn't testify for a patients bill going up before the legislature, morally Hanson knows he has to testify and fails to comply with the Center's request. However, despite Hanson's efforts, Kenny, who can see no way out of his situation, takes a handful of sleeping pills.
